First, countries are grouped into categories depending on the size of the numeric change in their scores from year to year on the two indexes: changes of 2 points or more in either direction, changes of at least 1 point but less than 2 points, changes of less than 1 point, or no change at all (see chart at right).Ĭhanges in overall levels of restrictions are calculated for each country by comparing its scores on both indexes (the GRI and the SHI) from year to year.
